How US state income tax works

No-income-tax states

Alaska, Florida, Nevada, New Hampshire, South Dakota, Tennessee, Texas, Washington and Wyoming do not tax wages. Washington taxes large long-term capital gains only.

Flat-tax states

Fifteen states apply one rate to all taxable income, including Arizona, Colorado, Georgia, Illinois, Indiana, Iowa, Kentucky, Louisiana, Michigan, North Carolina, Pennsylvania and Utah.

Graduated-rate states

Twenty-six states and DC use progressive brackets. Top rates range from 2.5% in North Dakota to 13.3% in California, including its 1% surcharge on income above $1 million.

Starting point

Many states start from federal AGI or federal taxable income, then apply their own deductions, exemptions and credits. Pennsylvania and New Jersey tax 401(k) contributions.

Local income taxes

Some cities and counties add their own income tax, such as New York City, Maryland counties, Ohio municipalities, Pennsylvania local EIT, Indiana counties and some Michigan cities.

Federal SALT deduction

State and local taxes you pay can be itemized on your federal return, up to $40,400 for 2026, with a phase-down at higher incomes.

Disclaimer: State brackets, deductions and exemptions are 2026 estimates compiled from Tax Foundation and state revenue department summaries. Several states index brackets for inflation or enacted mid-year changes, so confirm figures with your state Department of Revenue. Simplifications: married filing separately and head of household use single brackets unless a state follows federal amounts; phase-outs of some deductions and credits are not modelled. This is not tax or legal advice.
